NSW: No "ring of steel" around Sydney, says Scipione

Commissioner ANDREW SCIPIONE says police won't throw up a ring of steel around Sydney
during the Pope's visit next year .. unless there's a security threat.

He says police aren't expecting to build a steel fence around World Youth Day venues
.. like the barrier in Sydney's CBD during APEC.

And Mr SCIPIONE says he didn't ask state parliament for the extra powers it passed
last week .. like those invoked for APEC.

About 500 thousand pilgrims are expected to pack Randwick Racecourse to see the Pople.
